William Porro is the Special Projects Administrator for the City of Miami.  Since 2004, Mr. Porro has coordinated the strategy and resources within City Administration - Economic Initiatives and the Office of the Mayor’s poverty reduction strategy. A foundational program launched by Mr. Porro was ACCESS Miami.  ACCESS Miami is a multifaceted platform that links prosperity building programs by facilitating access to them and seeking to increase their utilization. These programs include: free tax preparation, Earned Income Tax Credit campaigns, Individual Development Accounts, micro-lending, small business assistance, banking, financial literacy, financial empowerment coaching and homeownership. ACCESS Miami creates a “continuum of care” for the City’s residents and small business entrepreneurs.  ACCESS Miami has been recognized as a replicable model by many national organizations such as the US Conference of Mayors and most recently, Harvard University in winning the Innovation in American Government Bright Idea Award.

While maintaining the success of ACCESS Miami, Mr. Porro has led on the development of other poverty reduction initiatives at the City of Miami such as establishing a comprehensive workforce development center;  a Department of Commerce funded MBDA Business Center to assist small businesses; the placement of Americorps VISTA volunteers with an economic development focus at sites, building the capacity of nonprofits across the city; and the launching of key economic development websites such as www.AccessMiamiJobs.comwww.BuyMiami.Biz and representing Miami on national taskforces addressing financial empowerment.

Mr. Porro’s career in the financial services industry spans more than 25 years, including positions of high level responsibility in both international and domestic financial services and marketing for such Fortune 500 Companies as American Express, American Express Financial Advisors, Citibank and CIGNA where he led on financial services innovations such as PC Banking, financial service phone cards, and bilingual direct response marketing into Puerto Rico, the Caribbean and Central and South America.  Mr. Porro was appointed to the Department of Children & Families Advisory Council by Florida Secretary George Sheldon; to the Committee on Financial Stability and Sufficiency by Governor Charlie Crist. His community service legacy includes starting a nonprofit organization called the World Mission of Jesus Christ in Miami, Fl which serves the Haitian American Community.  Mr. Porro was also recognized by the Mayor of Miami-Dade County, Florida for choosing to operate a Joint Commissioned Accredited behavioral healthcare center in one of the City of Miami’s poorest Hispanic neighborhoods.  A financial advisor by trade, Mr. Porro’s personal ministry at his local church has helped countless people get their financial house in order by offering free seminars and one-on-one coaching on everything from budgeting to eliminating debt. Mr. Porro is a MBA graduate from Western Governors University in Utah and from the University of Texas with a BBA in Finance.
