The Network Branded Prepaid Card Association (NBPCA) is a trade association open to all companies involved in providing prepaid cards that carry a brand network logo (Visa, MasterCard, American Express, or Discover) to consumers, businesses, and government, which can be used at millions of online, brick, and mortar retailers in the U.S. and across the globe. The NBPCA seeks to educate, advocate, protect, and promote on behalf of network branded prepaid cards and represents the common interests of the many types of companies that come together to deliver the wide variety of prepaid products.

The NBPCA Mission
Guided by the belief that prepaid products are a valuable financial service that can offer significant benefit to businesses, governments, and consumers, the NBPCA is committed to responsibly advancing the success of the prepaid card industry.

What are Prepaid Cards?
Network branded prepaid cards (with a Visa, MasterCard, American Express, or Discover logo) are financial tools that provide consumers, businesses, and governments with the efficiency, security, and flexibility of digital payments through a non-credit payment option. Prepaid cards look like credit or debit cards and are swiped at the cash register in a similar fashion. However, instead of being tied to a bank account or line of credit, consumers, employers, or government agencies load cash onto the card ahead of time and the consumer can only spend what has been prepaid.
Consumers of all types are choosing these financial instruments because they offer a simple and effective way to budget, manage their finances, and offer a strong value compared to alternatives. A recent survey by global research provider GfK, uncovered that branded prepaid growth is a testament to the high levels of satisfaction consumers have with the products.

Members of NBPCA have long espoused a steadfast commitment to financial education and full transparency for consumers who use prepaid products. To ensure that prepaid products continue to provide the service, security, convenience, and functionality that customers expect, NBPCA works closely with advocacy groups, such as the Center for Financial Services Innovation (CFSI), National Council of LaRaza, National Foundation for Credit Counseling, and Congressional Black Legislative Foundation. In 2009, NBPCA published: Leading Practices for Consumer Disclosures of Network Branded Prepaid General Purpose Reloadable Cards. The NBPCA continues to promote consumer education and financial literacy for all payment products including prepaid, and regularly partners with others. NBPCA looks to build awareness of its initiatives and expand the reach and distribution of program materials.

Information and tools are available from NBPCA sponsors that provide financial literacy and education, and discuss prepaid products. CFSI has created a "Nonprofit's Guide to Prepaid Cards" geared towards nonprofit organizations that are working on consumer finance issues and those interested in learning more about prepaid cards. In addition, we highlighted the cards that young individuals are using — Payroll Cards, Student Cards, Transit Cards, along with information on Government Benefit Programs.
